What is the Loudoun Neighborhood Agreement?The Loudoun Neighborhood Agreement (LNA) is a grassroots effort by Loudoun County residents which focuses on fostering direct, informal communication networks in our communities to promote quality of life for everyone who lives here. We believe the vast majority of county residents, of all cultural backgrounds, share a similar desire to live in safe neighborhoods where community standards are upheld. In some instances, however, problems have developed simply because of a lack of communication. New residents, or those who do not speak English, may not be aware of local regulations and community standards - they would follow the rules if they knew them, but the lack of communication within our communities often means the first notice about community standards is delivered by a government official. By improving communication within our neighborhoods, we can make it easier for everyone to understand the local regulations and standards, and also reduce the workload on our overstretched county government authorities. Many of our communities have a "Neighborhood Watch" program to patrol the streets and watch for potential criminal activities. We are proposing a "Neighborhood Listens" program in which neighborhood members take responsibility to open lines of communication so that all residents are aware of the rules which were put in place to ensure safety and neighborhood standards. This entire Web site is being translated into Spanish language; the translation will be completed in June, 2009.
